[Rigf_program] MSG Chair appointment at tomorrow's meeting

Thanks Paul.

Could we give a bit more time to make sure people are able to respond to the call for nominations, then after nominations are in, see if we can reach consensus first on the list.  

Nominations: open now until Friday September 20.
 
Reach consensus through the list, with a call for consensus during a call, Friday September 27.

After that we'll know if a vote's necessary, hopefully not.

And also need to be careful which lists we use.  We tend to use two lists for general discussion <discuss at ap.rigf.asia> and <rigf_program at aprigf.asia>, and those would seem to have the most membership.  But if it comes to a vote then votes are subscribers to the MSG list <msg at aprigf.asia>.
