[Rigf_program] 2013 List of Workshop Proposals

we have 30 time

Insightful observation. In addition to 11 proposals, didn't we agree to
invite the Asia proposers to IGF WSes? In that case, we could get many
proposals--so perhaps the PC could really make evaluation of the proposals.
Or, are we going to rubber stamp all the proposals?
