[Rigf_program] Host 2014 Proposals Evaluation

There is no dates being discussed or leaked out for 2014 IGF as far as I am
aware if.

There was a rumor that some African country is making the bid, but no
confirmation yet. Usually, it is announced at the IGF itself thus hard to
have a concrete dates at this point or even in September.
