[Rigf_program] APrIGF 2013--India is interested

Hi Peng Hwa, all,

I will be in Baku and support the idea of getting together to discuss. 
Perhaps we should concentrate on establishing 2 sub committees of the 
main group, to deal specifically with:

- Sub committee 1 - Meeting hosting procedures
- Sub committee 2 - MSG composition and appointments

And perhaps establishing a charter for these sub committees ??

While it has been great not to have to be confined by rules and 
regulations since our inception, it does appear that we will have to 
have more robust and transparent processes for the future.
