[Rigf_program] Revised Program for Finalizing!

Dear MSG members,

   Firstly, it is critical that we show the content of the sessions as 
soon as possible to get many people showing interest in the forum.  Even 
for attendants from Japan, 3 weeks may not be enough to arrange their 
schedule.  Thus, I suggest that we should fix the program by next 
Thursday and put it on the web site by Friday.

   Secondly, I would like to confirm that we will fix the session 
allocation with Yannis's proposal.  Since we already started issuing 
VISA application documents with the applicants travel itinerary and 
since many attendants will come to Japan for not all of the meeting, it 
will cause problems if we change the date and time for the sessions.

   I strongly support the idea of taking WCIT/ITU out from the title.  
What the coordinator and presenters are saying is that they do not like 
to give an impression that WCIT/ITU may control the Internet.  
Basically, the session will not be discussing whether we should put 
management of the Internet inside ITU regulations but it will be 
discussing how we should avoid government intervention to the Internet 
in a rather broad manner than focusing WCIT only.  I think Rafik has 
agreed in taking it out from the title and we do not have any specific 
opinion so that we should take it out.

   Unfortunately, after negotiation among potential speakers, 
Dr.Fujikawa wants to withdraw the proposal of "Social Network Games and 
Law".  As you might know, the issue is too hot among the newspapers in 
Japan and any open discussion may be communicated in a bad manner by the 
press.  Due to lack of presenters for the ILO session, Dr.Fujikawa will 
put his presentation under the "Protection of Children from Crimes on 
the Internet" and he will also replace the moderator.  Mr.Kimura will 
stay as a coordinator but they are considering whether he will make any 
presentation.  I will make sure that they will make the decision by the 
deadline.

   Lastly, I would like to propose that we show the presenters and panel 
discussion speakers separately.  Since many sessions will be constructed 
in a manner that we have 3 to 4 presentations but 7 to 8 people for the 
panel discussion, it is better to be clarified in the program.
