May I add - while I agree we need to "finalize" the program asap, in
reality, some
of the speakers cannot be confirmed by June 28 for various reasons.
(ie, Japanese government speakers may take longer due to some possible
personnel change).

So what I suggest is that the Session frameworks will be fixed, ie,
title, date, time, etc, yet details could remain unconfirmed until confirmed.
That 28th version will be published on the Web, used as the formal document.

I support this. I also spoke with Ministry guys in charge of WCIT/ITU and also
of Internet governance. The current approach seems best.
