Kuo Wei,

It's more efficient to do it via email but then it may be argued that  the decision process is not transparent.

It's more work—as anyone involved in drawing up the process knows—but in the long run, it's also the most legitimate. No one can argue against a decision that was debated and discussed and then decided openly.
