[Rigf_program] APrIGF meeting today

Very sorry to say, I got prior meeting and thus cannot join.
As for agenda, I think we should discuss out-reach - how to ask
people to participate, and also report from IGF Open Consultation
and MAG meeting which I believe Paul can share.
