[Rigf_program] National/Regional IGF session proposal

I'm not sure that it's open to all involved in national and regional
IGFs, so far it seems mainly MAG and a few invited people.  And the
task of the group the MAG's setting up "is to come up with a concept
on how best to integrate the regional/national IGF initiatives in a
meaningful way into the programme for Bali."   I think a proposal from
APrIGF would be helpful in substance and also to open the work up
beyond the MAG.
