[Rigf_program] Initial APrIGF proposal evaluation results

Hi all,

The APrIGF proposals have been evaluated by 11 of the committee members (Thanks!) and the results are attached.

Note that the "threshold" rating value can be adjusted to vary the number of accepted proposals.

Clearly some of the proposals could be merged, and I've given my own initial suggestions in the attached.

I suggest that tomorrow we need to discuss the next steps with this process so that the selection can be finalised soon.
