[Rigf_program] host 2014 - no vote needed

Dear Adam,

I believe there was a general consensus around the table when we
discussed the possibility of future APrIGF proposals in Baku. Over the
course of time, I have observed that our community is open to host
proposals from the region defined in the document. I am in support of
the proposal from ISPAI/NIXI though some of us will not be able to
attend the event from the neighboring country but nonetheless, it is
an important venue in the spirit of IG processes in the region.

On the issue of consensus, I would suggest that we gather interest
from this mailing list instead of going through a formal voting
process. The positive or negative responses can then can be counted
towards a possible outcome in favor or against the proposal.

This proposal has my support.
