recommend to expand the proposal period to 3 months (from the current ~2
months) by optimizing if necessary.

1. you can make the preliminary announcement asap such as 2013.5.1
with/without (draft) RFP document.

2. you may ask a letter of intention within 2 months
   as appropriate.

3. you could delay the final proposal to august (first
or eighth).

4. you could delay the (preliminary) announcement
to sometime later but on or before 2013.9.6.

As discussed in the meeting just now, please find attached the RFP prepared
for Call For Local Host of 2014.

Below are the proposed deadlines. Let's have a *comment period among the PC
by the end of April.*

Call for proposals: May 8 Monday
Deadline: July 10 Wednesday
Preliminary decisions/discussions: Aug 16 Friday
Decision: Sep 6 Friday
