[Rigf_program] APrIGF 2013--India is interested

I think it is important to agree that, although there have been discussions, nothing is decided.  It does seem time for APrIGF to adopt some clear processes for host/venue selection, as well as for renewal of the MSG, and as Peng Hwa says, this is a test case for those processes.
