Please see my proposal on the Plenary "Law Enforcement on the Internet".

Law Enforcement on the Internet

Cyberspace is not lawless land. Growing domestic and international
laws are being applied and enforced on the Internet through content
regulation, DNS filtering, DPI, etc. for the purpose of intellectual
property protection, national security, anti-cybercrime,
anti-pornography, child protection, etc. They involve copyright and
trademark rights, privacy and personal data protection,
cyber-security, criminal sanctions and many other legal issues. But
the law that is based in sovereignty and territoriality, once enforced
on the inherently borderless Internet, may result in a series of side
effects or negative effects that are different from the offline
environment. These effects include:
a) extra-territorial impact of domestic legislation;
b) conflict of law and enforcement;
c) impediment to free flow of information and human rights;
d) threats of network security and stability;
The law enforcement on the Internet has affected a variety of
stakeholder groups, such as Internet service providers, domain name
registries and registrars, e-businesses and Internet users. The Panel
will discussed the critical legal issues involved from the diversified
prospective.
