The current title of the CFP
    Call for participation for the 2012 Asia Pacific Regional 
    Internet Governance Forum
sounds to me like
    Call for attendance at the meeting.

As the title is important to lead readers into the CFP document, 
how about changing the title to something like :

    Call for participation for shaping (/forming ?) the 2012 
    Asia Pacific Regional Internet Governance Forum
