Story first: American Express sends out a lot of direct mail to solicit customers. They test everything in the letters they send out. Their conclusion is that the most effective opening line is: "Not everyone gets an American Express card."
That is, people are drawn to be a part of something exclusive. (Sorry but it's in human nature.) And someone told me a similar story about phone call-in but that's for another time.

So in the note below, I would suggest changing "need" to "welcome". Because we are part of Internet community, we cannot be exclusive. But then, we should not be so open as to unconsciously discourage them. :)

Globally, the Asia-Pacific region has emerged in recent years as the location of some of the largest Internet populations in the world, particularly in China, India and Indonesia, the first, second and fourth most populous countries on the planet - USA is the third.  This growing online populations and the borderless nature of the Internet have triggered a lot of related issues such as the exhausting IP addresses and the potential extra-territorial impact of domestic legislative action which would have made Internet users world-wide vulnerable.
These are some of the significant issues concerning the laws and policies governing the Internet, or Internet governance, which must be addressed if we are to ensure the continued successful deployment and development of the Internet. To complement and supplement the global IGF, it has already been the 3rd year of the APrIGF (Asia Pacific Regional Internet Governance Forum) for multi-stakeholders of the regional community to come together. Outcomes from this APrIGF will be presented at the 7th Global IGF to be held in Baku, Azerbaijan, 6-9 November 2012.
