[Rigf_program] Dates 2013 IGF

Thanks for this Adam.... EXCELLENT news *so pleaded* from a 2013 APrIgF as
well as an A
auIGF planning point of view :-) So IF we can lock down our dates the
National and any Sub Regional  planning committees will be appretiative I'm
sure ... I'll now adjust my calender notes...
