[Rigf_program] Dates 2013 IGF

Hi all.

I promised to check about the dates of the global IGF.  While subject
to change, plan is for the 2013 IGF to be held 3rd week of October.

September looks pretty clear, but APNIC's member meeting runs until
August 30.  Should give some space after that/before APrIGF.
