<div>The MAG is now discussing how to include national and regional IGFs in</div>

<div>Proposal for a National and Regional IGF session at Bali IGF.</div>
<div>Contribution from the APrIGF multi-stakeholder steering committee, for</div>
<div>the IGF open consultation, 21 May 2013, Geneva.</div>
<div><br>
</div>
<div>There should be a session in Bali to allow national/regional IGFs to</div>
<div>share and discuss information about the outcomes of their meetings.</div>
<div><br>
</div>
<div>We suggest that the coordinators of each national/regional activity</div>
<div>are invited to join a coordinating group, which will work with the MAG</div>
<div>and IGF Secretariat to arrange the session.</div>
<div><br>
</div>
<div>The coordinating group should prepare a standard reporting format.</div>
<div>Reports of each national/regional activity should be prepared in</div>
<div>advance of the session and made available on the IGF website. The</div>
<div>coordinating group will produce an initial analysis of the</div>
<div>regional/national IGFs reports submitted. The analysis will be an</div>
<div>input for the dialogue. Each report can be briefly introduced during</div>
<div>a "reporting-in" part of the session.</div>
<div><br>
</div>
<div>We suggest that the main purpose of the session should be to allow</div>
<div>discussion between the respective national/regional activities.</div>
<div>Discussion should seek to identify the commonality of views across the</div>
<div>different regions/countries, and at the same time identify the unique</div>
<div>elements that arise from each process.</div>
<div><br>
</div>
<div>Based on the input reports, initial analysis and discussion, an</div>
<div>outcome report identifying areas of commonality and difference should</div>
<div>be prepared by the coordinating group as an output of the session. The</div>
<div>outcome report will go beyond identification/comparison to provide a</div>
<div>more substantive analysis; for example on common challenges faced,</div>
<div>different/local interpretations of same topics, etc.</div>
<div><br>
</div>
<div>Session features: a substantive session that focuses on dialogue not</div>
<div>reporting. Written reports, to a pre-agreed format, required from</div>
<div>each process must be submitted before the Bali IGF. Brief</div>
<div>reporting-in from each national/regional activity important. Session</div>
<div>outcome report to be prepared.</div>

<div>Dear Adam and all…</div>
<div><br>
</div>
<div>Just wanted to make a small suggestion here… it will be great if the</div>
<div>coordinating group as proposed by Adam, does some preparatory work and</div>
<div>offers an initial analysis of the regional/national IGFs reports submitted.</div>
<div>The analysis will be an input for the dialogue, to do the "identifying areas</div>
<div>of commonality and difference" prior to the session, as well as challenges</div>
<div>and results. The outcome report will then go beyond</div>
<div>identification/comparison to provide a more substantive analysis. For</div>
<div>example on common challenges faced, different/local interpretations of same</div>
<div>topics, etc. I believe the role of that coordinating group proposed is</div>
<div>critical to ensure that the session goes beyond just long reports on a</div>
<div>session competing for attention from other sessions.</div>
<div><br>
</div>
<div>All the best,</div>
<div><br>

<div>Adam and PC members,</div>
<div><br>
</div>
<div>May I suggest holding off on this just a little bit. Let me check with</div>
<div>Marilyn Cade. She seems to have been tasked with running this.</div>
<div><br>
</div>
<div>In Kenya, such a session was on the main IGF programme. But in Baku, it</div>
<div>became a parallel session. As it was, there was not enough time for national</div>
<div>and regional presentations. I imagine that there would be even more national</div>
<div>IGFs in Bali.</div>
<div><br>
</div>
<div>My dissatisfaction with the format is that with so many diverse views, it</div>
<div>became more noise than signal. You leave the session no better informed than</div>
<div>not attending it.</div>
<div><br>
</div>
<div>Allow me a couple of days to get back on this.</div>

<div>Thanks for this Adam,</div>

<div>This draft text works well for me and most importantly reflects well the</div>
<div>sentiments and desires for this proposed session at the Bali IGF that</div>
<div>wasvdiscussed in our APrIGF organising committee meeting held earlier today</div>
<div>and has therefore got my support as text (subject to any edits peoposed</div>
<div>from the list discussions and agreed to by our consensus) to be forwarded as</div>
<div>appropriate, when possible, in responce to the expected call for input to</div>
<div>the IGF open consultation in May...</div>

<div>Hi everyone,</div>
