I think this is a good start.<br>
To agree on the structure and the process at the same time, can you<br>
elaborate what the tracks of IGF are this year? We need to understand<br>
how much of the existing proposals possibly fit within these tracks, how<br>
many coordinators we need, whether we have good coverage of the topics<br>
under the current active program committee members and some other issues<br>
so that the chair can move forward quickly.<br>

> A Chair is elected by PC members and will preside the Program Committee.<br>

> The Chair may appoint a Vice Chair. The local organizer can also<br>
> appoint another Vice Chair.<br>
