[Rigf_program] Operating Principles

Thanks for all the works.

I just like to make one friendly ammendment: to add "*T*ransparency" on the
top line of the page 3, defining the Membership, since in the previous
section we defined Operating principles as:
The MSG will operate conscientiously and actively according to principles
of Openness, transparency and Multistakeholderism.

And I think "t" should be in upper case, "T", for both cases.
