[Rigf_program] Invitation letter proposal

Deal Paul,
Thanks for taking the time to finalize this.
In general, it looks good. Though, if I may, it might be a little weak if
we are to invite government folks - for them to rationalize their
"participation".

I am a little lost in tracking the status of program organizations - but
could we make
some extra room to include some form of "speakers" slot  - without asking
them
to submit Proposals? I mean something like,

"If you would like to make a presentation or status report of your
country's IGF related activities, we are willing to help find the program
slots for such contribution"

Something like that, I mean not only aimed to gov folks, but more to
organizations in general.

It might be stronger than just asking for "pariticpation".  Maybe.
