Thanks Peng Hwa.  Agree, the editorial changes useful.

Yannis, could you accept all changes, add Monday's date (May 13) and
then send to the PC <program at aprigf.asia> list for a 3 day consensus
call. Please also post to the website.

End of day Wednesday May 15, assuming no substantive objections, the
operating principles will be considered adopted, draft can be deleted
from the doc.
