[Rigf_program] host 2014 - no vote needed

On today's call I said I thought we might need to hold a vote to accept the ISPAI/NIXI proposal to host the 2014 APrIGF. 

After another look at the operating principles <http://aprigf.asia/documents/APrIGF_Operating%20Principles_of_MSG_20130506.pdf>, looks like consensus will be fine, a vote not needed.

The relevant section "Decision Making" says "Except as specified herein, all decisions shall be made by consensus where possible; if a consensus cannot be reached then a formal vote may be held."  And the section on host selection "The location of each annual APrIGF will be determined by a decision of the MSG, which must be announced by the conclusion of the preceding annual APrIGF, at the latest."  Nothing about the need for a vote.

Suggest that after everyone has had chance to read ISPAI/NIXI proposal and ask any questions we have a call for consensus to accept. If no substantive objections then ISPAI/NIXI will be the 2014 hosts.
