[Rigf_program] Combined Edits of Operating Principles of MSG

Dear Program Committee,

Please find attached again the OP of the MSG which I have combined the edits suggested and discussed this month in the mailing lists.

Changes Made:
1. AP Definition - Yet the word economies/countries seems not really come to an end yet so I put down both.
2. Adding "transparency" to Membership section
3. Revising the test on Voting Mechanism as suggested by Adam and Cheryl

We shall decide the next step for the formalizing process of MSG tomorrow.
