[Rigf_program] APrIGF 2013--India is interested

>From interaction with some other colleagues, I was of the notion that
South Korea was pledging to organize the APrIGF and KISA was
supposedly going to manage it. I recall KISA also helped in organizing
an ICANN meeting in Seoul in 2009 and hosted the OECD Ministerial on
the future of the Internet Economy in 2008. Have these commitments
changed?
