The issue is more than "government-lead" as you should know. Government never really lead. There are "traditional and IPR parties" canvass and pressure to the legislators or congressmen. And the congressmen pressure government agency to pass the law which very high dangerous impact to "Open Internet" as a whole.

So we have to modify the title to clearly describe the topic we want to discuss. And it is very important. Please.
