Thank you for the quick draft. Some minor suggestions for your consideration.

"Meanwhile, in the USA, tough laws that aim to criminalise activities
outside the borders of that country have been proposed. The Stop
Online Piracy Act (SOPA) and the Protect Intellectual Property Act
(PIPA) were proposed in the USA but stopped. Parts of it may
nevertheless get implemented as the Anti-Counterfeiting Trade
Agreement (ACTA)."

Extra-territorial effects of SOPA, PIPA and similar legislation are
inevitable due to the borderless nature of the Internet. But these
effects may not be "intended" or "aimed" by US Congress. They could be
well be "side effect" of enforcing domestic law on the Internet.

ACTA's Internet Chapter has actually been lightened in response to the
strong global protest. So far ACTA enforcement measures only affect
ISPs and cannot implement what SOPA or PIPA suggested.
