[Rigf_program] Change of session title

Dear Rafik,

   The content and the speakers are unchanged.
   I think it is their funding issue.  If you think it is better keep 
the WCIT term in the title for people who do not read the content of the 
session (which might be put on the web site soon), we can keep it in the 
sub title in some manner.
