[Rigf_secretariat] [Rigf_program] Operating Framework for PC

Hi,

May I propose that the following framework is largely agreed by all
current members of the PC?

And, may I also propose that the Chair of the Program committee for
APrIGF be Prof. Peng Hwa Ang, unless anybody else is standing?

Then, we can start the "real work" of composing the substance of
the program.
